Plenty of times concrete removal is the wrong fix, and I would rather lose the job than take a hammer to something that's still doing its work. If your concrete patio is cracked on the surface but sits flat and solid underneath, resurfacing keeps the base you already paid for. A slab that's settled at one end usually wants lifting, not hauling off.
A cracked concrete foundation wall is a repair and drainage question first, and tearing it out turns a weekend into a much bigger project with your house sitting on top of it. A leaning concrete retaining wall is water doing what water does, so a new wall on the same soggy ground leans right back at you. On commercial concrete I would sooner saw out the two failed bays than the whole lot.
